H\u00e4ufig wird die Bundesregierung f\u00fcr ihr ineffizientes Koordinationsverfahren kritisiert. Doch trifft dies zu? Der Autor hinterfragt die \u00fcblichen Herangehensweisen und vergleicht die europapolitischen Koordinationsverfahren jeweils mit den allgemeinen Verfahren in den Regierungen. Die \u00fcberraschend geringen Unterschiede zwischen den Verfahren in einer Regierung erlauben eine fundierte Bewertung der Leistungsf\u00e4higkeit der Koordinationsverfahren und vor allem eine kritische Neubetrachtung der Verfahren.<\/strong><\/p>\n

Die europapolitischen Koordinationsverfahren sind das zentrale Instrument der Regierungen, um europ\u00e4ische Politik zu formulieren. Sie erm\u00f6glichen die Partizipation an der europ\u00e4ischen Rechtssetzung und tragen entscheidend zur input-<\/em>Legitimation der Europ\u00e4ischen Union bei.\u00a0 Vor allem das deutsche Verfahren gilt jedoch in Teilen als ineffizient, sogar als ineffektiv.\u00a0 Doch bei genauerer Betrachtung erweist sich diese Kritik als fragw\u00fcrdig. Vergleichende Untersuchungen sind rar, methodisch problematisch und vernachl\u00e4ssigen den nationalstaatlichen Kontext. Die so erzielten Ergebnisse sind wenig aussagekr\u00e4ftig; Handlungsvorschl\u00e4ge praxisfern oder nicht erfolgversprechend.
\nAusgangspunkte des Vergleichs sind die nationalstaatlichen Regierungen und deren allgemeine Koordinationsverfahren. Die europapolitischen Verfahren sind als Sonderf\u00e4lle der „normalen“ Verfahren zu betrachten und durch die notwendigen Anpassungen an die europ\u00e4ischen Rahmenbedingungen gepr\u00e4gt. Dadurch sind im Ergebnis Anzeichen f\u00fcr strukturelle Defizite bzw. die mangelnde Anpassung an europ\u00e4ische Rahmenbedingungen festzustellen. Es l\u00e4sst sich aber nicht nachweisen, dass diese Defizite zu systematisch schlechteren Ergebnissen f\u00fchren. Vielmehr gilt, dass die europapolitischen Koordinationsverfahren bereits so weit wie m\u00f6glich an den europ\u00e4ischen Kontext angepasst sind. Verbesserungen ihrer Leistungsf\u00e4higkeit sind nur m\u00f6glich, wenn das allgemeine Koordinationsverfahren ge\u00e4ndert wird – ein unwahrscheinlicher Vorgang.<\/p>\n
